I consider all Concord residents to be constituents of our City government – without regard to citizenship or immigration status. To me this follows from the very idea of democracy: that the governed should have a say in government. A person who lives in Concord, but lacks Federal authorization to reside in the United States, is still subject to Concord municipal code, pays Concord sales tax, lives with the results of Concord City Council decisions, and is contributing with their life to the substance of this community. If elected, I will consider such a person my constituent.
